said, that some amendments had been made in the other House to this bill, which would render farther alterations necessary; and as the bill, after all these amendments, would be but an incomplete measure, he would ask leave to bring in a bill which should carry out the intentions of both Houses of Parliament in a perfect manner. In the meantime, he would not discuss the amendments made by the Lords, but when the House had both bills before them, they would be able to determine which was best.
