rose to move—
The right hon. Gentleman was addressing the House in support of his Motion, when—"That it is expedient that a Commission be appointed to inquire and report to the Board of Trade as to the practicability of stowing con- veniently in Passenger Ships such a number of Refuge Boats or Rafts, or other insubmergible appliances, as may be sufficient in their aggregate capacity to receive all on board in the event of accidents to the ships."
