May I ask whether the House will be enabled to discuss any matter of detail on the resolution dealing with Army reform in the same way as it would be able to discuss the statement of the Secretary for War?

The understanding was that time should be given outside the Estimates for discussing fully the general principles of my right hon. friend's scheme. That will be adequately carried out by the resolution put on the Paper.
