asked whether the rights of hon. Members to take part in Debates or to ask questions on military matters are in any way affected by the fact that they may be serving in the Army, provided that they observe the provisions of military law and of His Majesty's Regulations for the Army?

The reply is in the negative. I think these matters may safely be left to the discretion of hon. and gallant Gentlemen.

Is the right hon. Gentleman aware that the House itself is alone the judge in respect to questions of procedure?
