asked whether it is the policy of the Civil Service Commissioners to secure for the Civil Service by means of competitive examinations the best products of the educational system of the country according to the various grades of that system?

The competitive examinations held by the Civil Service Commissioners are constructed with reference to the educational system of the country in its various grades and with regard to the needs of the public service.
