asked the right hon. Gentleman whether he has received any applications from naval volunteer seamen ratings to undergo instructional courses in flying; whether such applications have been refused; and, if so, will he state the grounds upon which such refusals were based?

The selection of officers and men for all services connected with the Navy must rest with the Board, and it would not be in the public interest that reasons should be given for selections or rejections.
