asked the President of the Board of Education whether it is intended to extend free secondary education to all children or whether it is his intention to improve the present primary education and only allow free secondary? education to brilliant boys and girls and to give these a free avenue through to the universities?

The alternatives presented to me by the hon. Member are not exhaustive and I am certainly not prepared to commit myself to embrace either of them.
