asked the Under-Secretary of State for India whether the non-co-operators in India, who have been openly exploiting the Akali movement amongst the Sikhs in the Punjab with the view of stirring up ill-feeling against, the Government, are liable to punishment under the Indian Penal Code; and, if so, why they have not been prosecuted?

My hon. and gallant Friend is apparently not aware that the Punjab Government has successfully prosecuted several organisers of this agitation. Obviously, I cannot offer an opinion on the question whether the actions of other persons do or do not amount to a breach of the law, but I know that all such cases have been carefully-considered by the Punjab Government.
