The organisation on which the warning system depends is necessarily elaborate, and the possibility of occasional personal error or mechanical defect can never, I fear, be entirely excluded. I can assure the hon. Member, however, that the failures that have already occurred have been subjected to minute investigation with a view to preventing any recurrence and every effort will continue to be made to ensure smooth and regular working.
