Motion made, and Question proposed, "That the Clause stand part of the Bill."

This Clause also represents an Amendment of the Act, and I think it would be just as well to have some explanation of the change which has been made.

This is quite a simple Amendment. It is in order to deal with the case which may very well happen now of a mixed force of Army and Air Force commanded by an Air officer, and it will enable the soldier who has a complaint to make to bring his complaint to the commanding officer of the force, who may happen to be an Air officer. It gives an additional right of appeal to the soldier, of which he would be deprived when the commanding officer happened to be a member of the Air Force unless we made this Amendment.
