asked the Home Secretary whether he will consider making it an offence for any unauthorised person to enter a shelter except during an alert, or at night, as the wholesale destruction of fittings of shelters still continues?

I have been asked to reply. A provision to the effect suggested would be elaborate and far-reaching without helping to solve the problem, which arises not from any inadequacy of existing powers but from the practical difficulty of enforcing them.
