asked the Parliamentary Secretary to the Ministry, of Food, in view of the closing of a number of soap works, consequent upon the proposed scheme for the concentration of the soap industry, why zoning was not adopted for this industry?

The purpose of concentration is to save man-power and space. The purpose of zoning is to save transport. Concentration and zoning are thus not alternatives.
