asked the Secretary of State for War what signal will be given by way of warning of the approach of invading troops in a village or town, where the church or its belfry has just been destroyed by bombing?

It is the duty of the local military authorities to improvise the best alternative signal possible in case the bells cannot be used. The resources of the neighbourhood will determine what is the best signal in any particular place.
