"to amend the law with respect to the treatment of capital assets and superannuation payments for the purpose of determination of needs, with respect to the relief, maintenance and assistance of members of a household under the Poor Law Acts and Blind Persons Acts and with respect to supplementary Pensions, and to amend the Old Age Pensions Act, 1936, as respects the calculation of the means of blind persons and reciprocity with the Isle of Man"; presented by Mr. Ernest Brown, supported by Mr. Ernest Bevin, the Chancellor of the Exchequer, and Mr. T.
