asked the Secretary of State for War why a letter written in July, 1942, from India, by No. 6007417 Company Quartermaster-Sergeant R. Scopes was returned to him by the officer commanding on the ground that soldiers are not allowed to write to their Members of Parliament; and whether he will have a full inquiry made to ensure that all commanding officers recognise that men are allowed to write on any subject whatever other than military movements to their own Member of Parliament?

There is no evidence to show that the Regulation on this matter is not well known and, in general, properly observed. Inquiries are, however, being made into the particular case referred to in this Question.
