asked the Minister of Works why he has twice refused to recommend No. 264752, Captain R. A. Tilley, R.E., for release under Class B, since this man is a key man who was dealing with layouts of roads and sewers prior to the war; and whether he is aware that this man's release is still urgently required by Tilley's Estates, Limited.

There were many older applicants with longer experience and higher qualifications than Captain Tilley, who had prior claims for inclusion among the restricted number of named specialists to be released under Class B. Captain Tilley's application is being kept under review in connection with future submission, but the number of named specialists to be released under Class B is strictly limited, and my Department does its best to select those who appear to have the strongest claims.
