Major Tufton Beamish
asked the Prime Minister whether he will consider granting some small distinction, such as a small T to be worn on the ribbon of the 1939–45 Star, or other ribbon, to those men and women who volunteered for the Territorial Army or one of the women's services before the outbreak of the war.

Numerous suggestions have been made for the institution of further emblems which could be worn on one or other of the approved ribbons. The creation of an emblem of this kind would be bound to give rise to many difficulties, and it is not proposed to recommend this addition to the series of distinctions already instituted for war service.
