I beg to move, in page 13, line 12, at the end, to add:
The Amendment is consequential on a new Clause put down by the Government relating to the termination of power to make up civil remuneration. That Clause will be dealt with later. It enables an Order relating to Scotland to be made by the Secretary of State or an Order which relates to England and Scotland to be made by the Secretary of State and the Minister of Health jointly. Some of the appropriate authorities for the purpose of local government staffs exercise functions in both countries. This is a drafting Amendment, and the actual terms of the new Clauses to make the real Amendment will be before the Committee later."(2) An Order made under the Section (Termination of power to make up civil remuneration) of this Act which relates to Scotland only shall be made by the Secretary of State; and an Order so made which relates to England and Scotland shall be made by the Minister of Health and the Secretary of State jointly."

I ask for the assurance that this drafting Amendment does not commit us the acceptance of the new Clause which is to follow.
