asked the Secretary of State for the Colonies whether he will consider substantially increasing the African representation on the Kenya Legislative Council, in view of the qualities the existing native representatives have shown and the heavy burden imposed on these four representatives of over five million Africans.
African representation was increased from two to four last year. The question of African representation is reviewed from time to time.
As the increase last year was largely tentative, is my hon. Friend satisfied that these African members who were appointed have shown high qualities and, therefore, justify reconsideration of the number?
It is a little early to reconsider a matter which has only been in operation for one year.

Although African interests are already represented on the Executive Council, my right hon. Friend appreciates the reasons advanced for the service of Africans on that body. The possibilities of making an appointment will be carefully considered from time to time.
When will the Under-Secretary consider having more elected personnel on these bodies?
Elected personnel are never on the Executive body, which is an advisory body to the Governor.
