asked the Secretary of State for Foreign Affairs on what principle it is decided that the envoys abroad of this country should be Ambassadors or Ministers respectively.

There is no fixed principle. The status of His Majesty's representatives abroad and of the representatives of foreign States accredited to His Majesty in this country is a matter for mutual agreement between His Majesty's Government and the Government of the country concerned.
