asked the Minister of Local Government and Planning when he intends to give effect to the undertaking of his predecessor in 1949 to amend and consolidate the Rent Restriction Acts.

Does that answer mean that the right hon. Gentleman is completely abdicating his responsibilities to clear up this appalling and chaotic mess of legislation?

No, it means that I shall be very slow to raise the rent of eight million families.
