asked the Prime Minister what changed circumstances are responsible for the decision to include the Minister of Education in the Cabinet.

It is certainly an advantage to have the Minister of Education in the Cabinet and this is now possible without an undue increase in numbers.

Will the Prime Minister explain why, since, on 6th November. 1951, he said that the Cabinet should be very small. It was then 16. The right hon. Lady could not get in with 16, but she is now getting in with 19. Would the right hon. Gentleman now thank the Parliamentary Labour Party for their good advice?

It is always a good thing to have a little reserve to call on in these matters.
