asked the Chancellor of the Exchequer if he has yet given effect to the recommendation of the Grant Committee relating to the uplift on postal and special delivery charges: and if he will make available in the Library a copy of his instructions to the Commissioners of Customs and Excise.

This recommendation was put into effect on 1st October and I am placing in the Library a copy of a Customs notice which explains the change.
