asked the Minister of Transport and Civil Aviation when consideration is being given to the provision of underground garages in London, if he will also consider the possibility of modern large-scale above-ground garages, which can be built in a quarter the time and at less cost than those underground.

No decision will be reached in regard to underground garages in London without taking fully into account the relative merits of over-ground garages.
