That, for the purposes of any Act of this Session to make provision for, and in connection with, the attainment by Tanganyika of fully responsible status within the Commonwealth, it is expedient to authorise such increases in the sums that may be paid out of the Consolidated Fund, raised by borrowing or paid into the Exchequer under the Colonial Development and Welfare Act, 1959, as may result from applying the provisions of section two of that Act as to the making of loans to an authority established for two or more colonies to the making of loans to an organisation estabished for the purpose of providing or administering services common to, or relating to matters of common interest to, Tanganyika and one or more territories which are colonies within the meaning of that Act. —[Sir E.
