asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will introduce legislation to give special assistance to those local authorities who desire to ease the housing shortage by taking steps to minimise under-occupation of subsidised council houses.

I hope local authorities, by the introduction of differential rent schemes and by exchange schemes, will help to reduce under-occupation of subsidised council houses.
