asked the Minister of Transport why, in view of the congestion in central London and the need for more car parks, he does not consider it essential to use the National Gallery site, Pall Mall East, as a Christmas car park.

Because I expect the nearby Christmas parks on Horse Guards Parade and The Mall to have enough space to meet the special Christmas demand, as they have so far.
