General practitioners in the National Health Service in Scotland are required to issue free of charge the medical certificates prescribed in the Fifth Schedule to the National Health Service (General Medical and Pharmaceutical Services) (Scotland) Regulations 1955 as amended. It is the Government's intention to establish a Countryside Commission for Scotland, and to ensure that such a Commission and the Scottish local authorities will have all the powers necessary not only to conserve our unique heritage of scenic beauty but to see that its recreational and tourist potential is developed to the full. Our proposals will be framed to suit Scotland's distinctive needs, and will provide for appropriate Exchequer assistance. The new machinery will supplement and fit in not only with Government agencies such as the Highlands and Islands Development Board, the Forestry Commission and the Nature Conservancy but also with the existing structure of local authorities and voluntary bodies. I have already initiated consultations with these bodies, and legislation will be introduced in due course after these consultations have been completed.

Royal Hospital For Sick Children, Glasgow

The Western Regional Hospital Board has arranged to evacuate all the wards of the hospital. My right hon. Friend has agreed with the Board that if examination confirms that the rest of the hospital is in the same condition as the parts that have already been evacuated and examined, the Board should adjust its programme to plan for the complete replacement of the hospital by a new building on the Yorkhill site to start at the earliest possible date.

asked the Secretary of State for Scotland if, with a view to eliminating road accidents, he will incorporate in the suggested motorway from Edinburgh to Glasgow that area of the A.8 highway lying to the south of Coat-bridge and Airdrie.

Before this part of A.8 could be converted into a motorway, alternative accesses to the developments served by it and an alternative route for the traffic which would be excluded from the motorway would have to be provided. Physical conditions would make it very difficult to satisfy these requirements and the works involved would be very costly. While investigations into the matters will continue, it is impossible to say now whether the hon. Member's suggestion is or is not practicable.

As I said in reply to the hon. Member for Kingston-upon-Hull, West (Mr. James Johnson) on 3rd November, Buccaneer aircraft are already doing sterling service with the Royal Navy, and aircraft of the Mark II version are now becoming available in increasing numbers. I have no statement to make at present as regards strike/reconnaissance aircraft for the Royal Air Force.

There are three naval establishments in the Peters-field constituency, plus one whose grounds straddle the constituency boundary.I take it that by private dwellings the hon. Member is referring to official hirings for naval personnel. There are 94 of these in her constituency, 12 of which are occupied by personnel from the four establishments I have mentioned.

Yes. The current strength is about 52,000 but the date by which we shall reach the full commitment must depend on our other overseas commitments and the rate of recruitment for the Regular Army.

The Army has steadily grown in size this year and we are within two per cent. of our target. The rate of recruiting has, however, been slower than we had hoped and on present trends we shall not reach the target until next year.

Raf, Church Fenton

The jet Provosts at present based at Church Fenton will be replaced progressively by Vampires and Chipmunks when No. 7 Basic Flying Training School starts to run down in June, 1966.Normal flying hours at the station will be from 8 a.m. to 5 p.m. On present plans, the Vampire will carry out a limited amount of night flying, and there will be weekend flying by Chipmunks of the Leeds University Air Squadron and No. 9 Air Experience Flight.

The police put fog warning signs on roads leading to the motorway, on the slip roads and on the motorway itself to enable motorists to keep off the motorway or leave it to avoid the fog.

Borrowash By-Pass

I will consider the need for traffic signals at this junction after we know the effectiveness of the waiting lanes now being constructed. The scheme for a flyover has not yet been included in my trunk road programme but its claims are now being studied with those of many other urgent schemes. I hope to make an announcement by the end of the year. In the meantime, work on the preparation of a Side Roads Order under Section 9 of the Highways Act is in progress.

M1 Motorway Construction, West Riding Of Yorkshire

Work is under way on four contracts, including the Tinsley Viaduct. Land acquisition is proceeding for the remaining four contracts on which we hope to start work by next summer. Each section will be brought into use as soon as it is ready. The whole motorway should be open by autumn 1968.

Traffic Delays, London

There are two roundabouts between Chiswick flyover and Central London at the junctions of Sutton Court Road and Great Chertsey Road with the Great West Road. These cause delays of up to 15 minutes in the morning and about six minutes in the evening.

The main routes between Central London and the A.2 and A.20 and the South-East are metropolitan roads for which the Greater London Council are both the highway and the traffic authority. So it is for the Council to formulate and implement any plans they think necessary for dealing with these routes.

Transport

Motor Vehicles (Spray)

The improvement of passenger car design to reduce spray substantially is a difficult problem, but effective improvements could be made in the design of commercial vehicles. The amount of spray is, however, affected by other factors, chiefly speed.We have asked manufacturers to see what can be done to improve commercial vehicles, but alterations of design and their incorporation in production necessarily take time.

One of the measures which I am urgently considering for an experimental period, in consultation with the police and other interested bodies mainly concerned, is a system of temporary speed limits to be applied on particular lengths of motorway in bad weather. I will announce a decision as soon as I can.

Road Vehicle Brakes (Code Of Practice)

I am satisfied that it is adequate for those heavier vehicles for which it was prepared, and I have no evidence that it is not being generally observed. Apart from visiting manufacturers, my area mechanical engineers have been asked to take a special interest in the braking performance of this class of vehicle during roadside checks.

Nearly 20 million tons were carried by rail in 1964; a ton mileage figure is not available. Figures of carriage by road are not available but I understand that the amount carried by road vehicles using the public highway is very small.

Public Service Vehicles Certificates Of Fitness (Appeals)

One such appeal has been lodged, by W. Higson and Co. Ltd., of Crown Garage, Frome, Somerset, against the decision of a certifying officer to limit the duration of certificates of fitness issued for two public service vehicles. The inquiry was held at the appellants' premises on 1st September. I have not yet decided the appeal.

Such a direction would hardly be appropriate. The Railways Board are conducting some research directly bearing upon the possibilities of very high-speed trains, and these possibilities will be taken into account in the Board's planning for the future.

Fixed Capital Formation

Figures of the railways' gross fixed capital formation at current prices are published for the years 1954 to 1964 in Table 56 of the Blue Book "National Income and Expenditure: 1965" and for 1953 in Table 63 of the corresponding publication for 1964. The Central Statistical Office advise me that corresponding figures at 1958 prices and estimates of capital consumption are not available and that to obtain them would require a disproportionate amount of work.

Docks And Stevedoring Services, Scotland

Only a few of the commercial harbours in Scotland are privately owned. The ports on the Clyde are expected to be brought under a new Clyde Port Authority from 1st January next; a scheme for grouping the ports on the Forth is in preparation by the National Ports Council.A licensing system for port employers will be part of the legislation contemplated for implementing the Devlin Report.

Post Office

Envelopes (Standard Size)

As I said in reply to my hon. Friend, the Member for Huddersfield, West, on 30th June, 1965, from 1st July, 1968, non-standard envelopes, when used for items not more than 2 oz. in weight, will become liable to a charge appropriate to the next weight step. Standard envelopes will facilitate the mechanical handling of mail.As regards the second part of the Question, I have no information about the quality of postal service over a century ago, but I can say that it is slightly better now than it was in September last year. We are not of course content with this and are doing all we can to improve the standard still further. One of the problems is staff shortage, and I am glad to say that our drive for more staff is meeting with some success.

Christmas And New Year Cards (Postage)

My inquiries do not suggest that full paid letters are being delayed to the extent implied by the hon. Gentleman. The great proportion of letters for Cambridge are delivered the weekday following posting, but I am sorry that on occasions a few items are delayed, largely because of staff shortages at some of our key offices. Our staffing position is getting better and I hope that this will enable us to improve the service.

The award to a prison officer who had to retire as the result of injuries inflicted by an inmate in the course of the officer's duty would be governed by the provisions of the Superannuation Act 1965 and the Injury Warrant 1952–1965 and would vary according to the officer's rank and length of service and his degree of incapacity. The Prison Officers Association has recently submitted proposals for a review of these arrangements. These are receiving careful consideration.

The Northern Ireland Government agreed with the United Kingdom Government in February that the proposed procedures for the review of prices and incomes should operate for the whole of the United Kingdom. The present arrangements for advance notification of increases in prices and incomes therefore apply to organisations in Northern Ireland as they do to those located in other parts of the United Kingdom, and the procedures outlined in Cmnd. 2808 should be followed. It has been agreed that there will be prior consultation with the Northern Ireland Government about any proposed references to the National Board for Prices and Incomes of cases in which the industry involved is of special importance to Northern Ireland.
