Mr. Marquand
asked the Secretary of State for Education and Science what proportion of the increase in expenditure on education between 1968–69 and 1973–74, forecast in the White Paper, Public Expenditure 1968–69 to 1973–74, Command Paper No. 4234, is expected to be due to demographic factors and what proportion to improvements in the standard of the service.

The proportion of the increase in total public expenditure on education over the period 1968–72 which is attributable to improvements of the service, as distinct from the growth of numbers participating, cannot be precisely quantified. But page 51 of the White Paper indicates the extent to which in some key sectors expenditure is expected to grow faster than the related pupil or student numbers.
