asked the Secretary of State for the Home Department whether he will state for the longest and most up-to-date period of time the number of persons who have been fined for dumping rubbish in the street or near to buildings, either on a national or a London area basis; what were the maximum and minimum fines imposed and the average; and what were the actual fines imposed for this offence in Hackney on Monday, 2nd November, 1970.
