asked the Secretary of State for Education and Science whether she will issue a circular to local education authorities urging the provision in schools of instruction in the matter of road safety in general and the wearing of seat belts in motor cars in particular, and the giving of driving lessons in schools.

No. Road safety instruction, including driver training in secondary schools, is a matter for local education authorities and the schools concerned. From time to time the Department issues advice and guidance on the subject.
