Educationally Subnormal Children

asked the Secretary of State for Wales what is his policy for the provision of facilities for educationally subnormal children in Wales; how many specialised units there are in Wales, in North Wales and in Flintshire; what plans he has for providing educationally subnormal units for East Flintshire; and if he will make a statement.

My policy is to encourage local education authorities in Wales to identify and to make appropriate provision for all categories of handicapped children including the educationally subnormal.There are presently in Wales 8 residential and 12 day special schools for E.S.N. children. Of these two residential and two day special schools are in North Wales. None are in Flintshire but a new day school is being built at Rhyl.I will be ready to consider on their merits any proposals for special schools which the Flintshire authority may submit.
