asked the Secretary of State for Trade and Industry what representations he has received since this House passed the Import Duties (Developing Countries) Order, 1971, drawing his attention to hitherto unrealised problems which the Government's decision to give tariff preferences to under-developed countries supplying leather goods and footwear will cause to the tanning and leather manufacturers in the United Kingdom; and if he will make a statement.

I have received various representations. As my right hon. Friend the Minister for Trade made clear to the House on 8th December, adequate safeguard arrangements are available if the preferences cause or threaten serious injury to domestic producers.
