asked the Secretary of State for the Environment what improvements have been made in building regulations affecting the mandatory level of thermal insulation in house building from 1960 to the present day.

The standards of thermal insulation in housebuilding have not changed since the building regulations were made in 1965 and are those laid down in 1959 in the former model building byelaws.
