asked the Secretary of State for Education and Science if she will set out the savings to public funds in the course of a full financial year of her decision to withhold the issue of the consultative document based on the Russell Report.

It is not possible to cost the effect of my right hon. Friend's decision in the manner suggested. It is not the document itself which would result in significant expenditure but any measures adopted as the outcome of the consultations it was intended to initiate.
