asked the Secretary of State for the Environment whether he is aware that exemption from the compulsory wearing of crash helmets is granted in certain other countries on medical grounds; and whether he will seek powers to grant similar exemptions here.

My right hon. Friend is aware that helmet-wearing regulations in some other countries provide a medical exemption. He already has powers to provide for such an exemption in our regulations.
