asked the Secretary of State for the Environment what is his Department's criterion for installing pedestrian traffic lights on a six-lane trunk road; and what is the pedestrian/vehicle ratio required.

The criteria for pelican crossings and for pedestrian phases at signalled junctions are complex and lengthy. I am sending the hon. Member copies of the circulars which set them out.
