asked the Secretary of State for the Environment if he will publish in the Official Report the amounts of the needs, domestic and resources elements of the rate support grant payable to each local authority in England and Wales for the years 1975–76; and if he will also list the factors used in determining the needs element entitlement for each authority.

The initial 1975–76 needs element entitlements, and the factors upon which they are based, are listed below. The factors, which are based on provisional information, will be brought up to date during the year and corresponding adjustments will be made to the grant payments.

The resources element entitlements will depend on the rates to be levied by local authorities. However, the grant entitlement of an authority may be expressed as a percentage of its net expenditure—to be met from rates and the resources and domestic elements of the rate support grant. The percentage for each authority, based on provisional population figures and therefore subject to some adjustment, is listed below, together with its initial 1975–76 domestic element entitlement. The latter figures are also subject to adjustment when up-to-date rateable values are known.

asked the Secretary of State for the Environment whether he can now say what rate support grant for 1975–76 will be available to Bedfordshire County Council; and how this figure compares with the current financial year.

The estimated initial entitlement for needs element grant in 1975–76 is £24·9 million compared with an initial figure of £17·5 million this year. This latter figure was increased to £24·2 million through the 1974–75 No. 1 Increase Order.
