asked the Secretary of State for Social Services whether it is possible for an immigrant to obtain a national insurance card without producing a work permit.

Yes. My Department is required by law to issue a national insurance card to anyone who has a statutory liability or entitlement to pay national insurance contributions. It does not confer a right to work.
