Mr. Biggs-Davison
asked the Secretary of State for Northern Ireland what steps are being taken to provide community and recreational activities for young people; and whether some form of universal civic service is intended.
Mr. Moyle
Under Northern Ireland legislation district councils and area education and library boards provide recreational and social facilities. It is also the responsibility of the boards to provide adequate youth facilities in their areas. Grants to these bodies and to voluntary bodies for these purposes are available from the Department of Community Relations and the Department of Education. It is estimated that in the financial year
