asked the Lord President of the Council whether he will issue a Green Paper setting out the various procedures the Government might follow in advance of the referendum so as to ensure that the electors, when voting, have before them a description of the alternatives to membership of the Community.

The White Paper on the arrangements for the referendum will include a passage on the information policy of the Government during the referendum campaign.
