asked the Secretary of State for the Environment whether, as part of his energy saving programme, he will institute a study of the amount of freight which could be conveniently shifted from road to rail, and of the amount of energy which could thereby be saved.

Studies are already in hand to find out what more freight can conveniently shift to rail. The Government's objective is that the best use should be made of all resources, not simply energy. Energy saving, though of great importance, will rarely be overriding in such decisions.
