On a point of order, Mr. Deputy Speaker. Is it in order that a Bill which is supported by 250 hon. Members, including my hon. Friend the Under-Secretary of State for the Environment, should be blocked in this way?

That is not a point of order. The practice of the House under Standing Orders has been rigidly observed.
