asked the Secretary of State for the Environment what guidance he has given to local authorities about increases in housing services for the year 1975–76.

I would refer my hon. Friend to Circulars 74/74; 160/74; 171/74, paragraphs 42 to 44; 13/75 and 14/75; and to the Housing Rents and Subsidies Act 1975. I shall shortly be issuing a further circular to local authorities advising them on various measures to produce more houses more quickly and more cheaply.

Because of variations in the arrangements for reporting accidents the figures may not be precisely comparable. The factors responsible for the differing accident rates include differences in the characteristics of the vehicles, in the groups of drivers involved and in the patterns of use.
