asked the Secretary of State for Scotland if he will make a statement on the method of allocation of the West Coast herring quota between the different interests involved.

International agreement was reached having regard to the proportion of each country's catch in recent years and the rights of the United Kingdom as the coastal state principally concerned. I expect to announce a decision shortly on the methods of allocation of the United Kingdom quota within the British fishing fleet.
