Order for Second Reading read.

I beg to move, That the Bill be now read a Second time.

After the pat on the back, for which I am grateful, from my two hon. Friends I feel almost ashamed to move the Bill so briefly. The House will understand that this is the parallel Bill for Northern Ireland and that it would be superfluous for me to go into detail. The Bill has been through the Joint Committee, it started in the House of Lords and the same considerations apply to it as applied to the previous Bill.

Question put and agreed to.

Bill accordingly read a Second time

Bill committed to a Committee of the whole House.—[ Mr. Pavitt.]

Bill immediately considered in Committee.

[Mr. GEORGE THOMAS in the Chair]

Clauses 1 to 18 ordered to stand part of the Bill.
