asked the Secretary of State for the Environment whether he is aware of the hardship to small traders caused by the increased level of rate demands; and when is his latest expectation on the receipt of the Layfield Committee Report on Rates.

:I understand that evidence has already been given to the Layfield Committee about the incidence of rates on small traders. I expect the committee to report at the end of the year.
