asked the Secretary of State for Northern Ireland whether a common purchasing policy is being implemented by all the education and library boards in Northern Ireland; and if he will make a statement.

The contracts procedure of each of the five education and library boards is incorporated in standing orders made by the board and approved by the Northern Ireland Department of Education. These procedures, which are common to all the boards, are based on a model scheme prepared by the Department. Within the limits imposed by the contracts procedure, purchasing policy is a matter for the individual board.
