asked the Secretary of State for the Home Department if he will bring in a Bill to give local magistrates the power to lock up football hooligans and keep them in custody until they are claimed by their parents and the fine imposed paid by them.

No. I do not consider this suggestion to be necessary or desirable. Where use is made of the existing power of the courts to deal with these cases, investigation does not suggest these to be inadequate.
