Expenditure on family practitioner services and local health authority services has not been analysed so the total revenue expenditure in areas now covered by regional health authorities is not available. The estimated total revenue expenditure in 1975–76 is £188,171,000. The information requested on capital expenditure is not yet available as the authority has not considered its estimates of expenditure for 1975–76. Allocations of capital and revenue for 1976–77 onwards have not yet been made.

The tables published below give for each of the former regional hospital boards and for England the total expenditure on hospital and specialist services and the expenditure on hospitals devoted mainly to the mentally ill or mentally handicapped. The information covers the 10 years to 1973–74; accounts for 1974–75 are not yet available.

asked the Secretary of State for Social Services how many places are available in adolescent units for mentally-ill people under the age of 18 years; how many people under the age of 18 years are currently in adult wards in mental hospitals; and if she will make a statement.

At the end of 1973, there were 1,094 places in units or wards for children and adolescents in mental illness hospitals and units in England and Wales. In 1971, when the census of patients in mental illness hospitals and units was undertaken, there were 468 people aged under 18 in general wards in mental illness hospitals and units.The level of in-patient provision for mentally ill adolescents is well below what has been estimated to be required. Where no other facilities are available, adolescents may have to be accommodated in adult wards; in a few cases this may be the most suitable placement. However, marked progress has been made in this field in the last decade, and priority will continue to be given to these services as far as is possible. The question of the pattern of services needed for mentally ill adolescents will be discussed in the forth coming White Paper.

    asked the Secretary of State for Social Services if she will list for the North-Western Regional Health Authority for the years 1967 to 1980 (a) the estimated annual National Health Service capital expenditure on services for the mentally ill and the mentally handicapped, respectively, and (b) the estimated proportion of total National Health Service expenditure which will be spent on services for the mentally ill and the mentally handicapped, respectively.

    The information is not available as the authority has not yet considered estimates of expenditure for 1975–76, and allocations for 1976–77 onwards have not yet been made.

    The figures are as follows:Health Authorities for the year 1976 to 1980 for services for the mentally ill.

    The information for the North-Western and South-Western Regional Health Authorities is not available because they have not yet completed their consideration of the estimates of expenditure for 1975–76 and allocations for 1976–77 have not yet been made.The expenditure in Wales is a matter for my right hon. and learned Friend, the Secretary of State for Wales.

    asked the Secretary of State for Social Services if she will advise regional and local health authorities of the need, when informing themselves of the number and needs of permanently and substantially handicapped people, to include those who are severely mentally ill or mentally handicapped.

    I assume my hon. Friend has in mind the duty which Section 1 of the Chronically Sick and Disabled Persons Act 1970 placed on local authorities—not on health authorities—to inform themselves of the number and needs of handicapped people. It has already been made clear to local authorities that this duty extends to mentally disordered persons of any description. I am happy to have this opportunity of stressing the point again.

    asked the Secretary of State for Social Services if she will advise the appropriate authorities to provide sheltered accommodation for mentally ill and mentally handicapped people; and if she will make a statement.

    Residential accommodation for mentally ill and mentally handicapped people in the community is mainly provided by local authorities. They are anxious to press ahead, but we are at present reviewing projects in the light of the Budget Statement made by my right hon. Friend the Chancellor of the Exchequer on 15th April.

    asked the Secretary of State for Social Services if she will advise the appropriate authorities to assist persons who are rendered housebound by a mental illness such as agoraphobia and who are in need of a telephone to overcome their isolation.

    It has already been made clear that Section 2 of the Chronically Sick and Disabled Persons Act applies to persons suffering from a mental disorder. Guidance already issued by my Department makes it clear that applications for assistance should be considered in the light of individual circumstances. Advice about assistance with telephones was issued by the former local authority associations.

    asked the Secretary of State for Social Services what was the total National Health Service revenue expenditure on services to the mentally handicapped in the North-West Thames Regional Health Authority in the years 1965 to 1975; and what proportion this represented of all National Health Service current expenditure during this period.

    It is not practicable to segregate fully expenditure on services for the mentally handicapped from that on other health and personal social services but I would refer my hon. Friend to my reply today to my hon. Friend the Member for Edmonton (Mr. Graham).
